Proposed merge of COVID-19 testing controversy in the Philippines into Philippine government response to the COVID-19 pandemic

This should be summarised at and merged with Philippine government response to the COVID-19 pandemic since the controversy didn't age well: this happened for a very short time and the Philippines has managed to maximise its testing capability. The PhilHealth controversy is far more notable than this one. —hueman1 (talk contributions) 01:52, 12 April 2021 (UTC)
