::I would keep Paraguay at 2005 since recognition is implied when you establish diplomatic relations with the State of Palestine. Since 2010/11 was the period when the countries around Paraguay began recognizing Palestine, they may have just come with the recognition statement to make it clear to the international community that they recognize Palestine (they just did it implicitly back in 2005).
