Please be advised that the IYDU is an independent organization with its own constitution and statutes and the meeting held in London was an illegal attempt to undermine the democratically elected executive of the International Young Democrat Union. The information cited on the IDU website is misleading and deceptive. We draw your attention to the following:-

Evidence Pertaining to the Illegal Status of the London Meeting|13 May 2014

The IYDU Executive provides evidence pertaining to the illegal and unconstitutional status of the London Meeting, following complaints received by IYDU Member Organisations against this process.

1. Why is the London Meeting unconstitutional and illegal?

(a) In calling the London Meeting a decision was made to restrict the number of IYDU Member Organisations that have a voting right, to only those Full Members whose parent organisations areFINANCIAL IDU Members.

Such a decision is in serious breach of Article 9.4 of the IYDU Constitution, which allows all IYDU Full Members to vote, as long as the IYDU annual subscription fee is paid at any time prior to the opening of a Council Meeting. Article 9.4 provides as follows:

“IYDU Full Members that have paid the annual subscription fee before the opening of the Council Meeting will be entitled to vote”.

(b) Further when calling the London Meeting, it was decided, again in serious breach of the IYDU Constitution, to exclude the elected Officers of IYDU Members from exercising their right to vote. Article 9.5 of the Constitution provides that:

              “Office Bearers shall have the right to exercise a vote at meetings of the Council.”

(c) Furthermore, a significant number of Organisations, which are Full Members, are being excluded from exercising their voting rights. The reason given is that their parent bodies are not IDU Members.

All of these breaches would result in a significant reduction of the electoral base of the IYDU and constitute a wrongful manipulation of the IYDU election process.

2. Why does IYDU oppose these exclusions?

The IYDU strongly opposes these exclusions on the grounds that they are undemocratic and they are not in line with IDU and IYDU principles and Constitution.

3. Under which circumstances would the London process be legitimate?

The London process would be legitimate, if the IYDU Constitution had been first amended accordingly. This would presuppose a resolution by the IYDU Council and then ratification by the IDU Executive. This is of course not the case here. An IDU Executive’s decision taken in Madrid cannot justify violations of the IYDU Constitution.

4. What is the status of those IYDU Full Member Organisations who are being denied the right to vote, because they do not belong to IDU Member Parties?

All of these Member Organisations became Full Members after a unanimous decision by the IYDU Council in the presence of the IDU Secretary General. Their Membership was then ratified by the IDU. They paid their annual fees, abided by the IYDU Constitution and many of them became active within IYDU, hosting and participating in events. Now they are being denied their right to vote. Among them are Youth of Parties with history and reputation.

5. What is happening with IYDU Full Member Umbrella Organisations such as YEPP and EDS?

Umbrella Organisations such as YEPP and EDS’ right to vote is being revoked despite being IYDU Full Members. According to the London plan they should be solely deemed as regional groups within IYDU. This approach is new and against the IYDU Bylaws.

6. The IDU Secretariat implies in its latest communication that the IYDU Board has not attempted to hold elections since January 2012 and therefore its term has expired.

This is of course not true. The IYDU Board has attempted twice to proceed with a Council Meeting. All attempts were blocked by the IDU Secretariat. Please see following evidence.

a. Council Meeting in Albania

On the 8th of December 2012 twelve out of the fourteen elected Board Members voted for an IYDU Council Meeting to be held in Tirana in February 2013. Despite Board’s decision with vast majority to proceed with a Council Meeting, the IDU Secretary General communicated to the IYDU Chairman on the 28th of December that he was not planning to go to Tirana. He refused to fulfill his constitutional duty and act as a Returning Officer at the Meeting. As a result, the election process was blocked (additional evidence is available on request).

Shortly before, the former IYDU Secretary General, currently IDU Secretary General Assistant had refused to implement Board’s decision and send out timely invitations. He then sent from his private account an email to all IYDU Member Organisations, discouraging them from participating in the Tirana Meeting.

b. Council Meeting in Washington

Upon proposal by the IYDU Chairman, a Council Meeting was thought to take place in Washington after the IDU Leader’s Forum. Throughout the consultation, IDU Secretary General insisted on insisted on revoking the rights to vote from Members of the Board as well as IYDU Member Organisations, who belong to Non IDU Member Parties are taken away their right to vote. The IYDU Chairman responded that the Board and himself had a duty to respect the rights of all IYDU Member Organisations as well as those of the Board Members. The Constitution needed to be respected in all cases. As a result, due to the irrational demands raised, a Council Meeting could not be called and held properly, as the Constitution provides. 7. What is the status of the IYDU within the IDU?

The IYDU is being recognized as “affiliated” within IDU. That is because IYDU has its own Constitution. The IDU Executive can stop recognizing IYDU as affiliated in cases of violations of the IDU rules and regulations. It has no right though to dissolve IYDU, violate the rights of the elected Officers, call a Council Meeting unilaterally or impose constitutional changes, since IYDU is a self constituted Youth Organisation.

8. The IDU Secretariat calls on decisions of the IDU Executives in Peru and Madrid in order to legitimize future steps against Full IYDU Member Organisations. Was the IYDU Board heard in these meetings?

Unfortunately, the IYDU Board was not heard during these meetings. The IYDU Executive, unlike all previous Meetings, received no invitation and was prevented from participating in both Peru and Madrid Meetings. This resulted in false and misleading information being presented to the IDU Officers.

9. What is the status with the IYDU Bank Account?

The access of the IYDU Board to its own Bank Account has been blocked for almost 1 ½ years now. The former IYDU Secretary General, who is based in the office of the IDU Secretariat in Norway and is the sole signatory of the account, had been refusing to grant access to the at that time IYDU Treasurer. As a result the IYDU Board was not able to check the payments of the annual fees in order to be able to proceed with the election of a new Board in Tirana. Ever since the IYDU Board has been illegally denied access to its own bank account.

In November during the Peru IDU Executive, despite severe concerns expressed by IDU Officers, it was decided to put the IYDU bank account in escrow. A considerable amount of the monies in the IYDU Bank account has come from IYDU Member Organisations who are now being denied their constitutional right to vote.

10. The IDU Secretariat speaks of “individuals” behind the official IYDU Mail “who are seeking to disrupt the process”. Is that correct?

This misleading language unfortunately is not new. The IYDU Executive has repeatedly communicated to the IDU Secretariat that those “individuals” are the elected Officers who have certain rights within the IYDU Constitution that need to be respected.

They can only be replaced in democratic bodies and organisations, by newly elected officers after the holding of transparent and fair elections.

In support of the IYDU Executive, more than 70% of the IYDU’s financial Members (as at the last IYDU Council Meeting which was held in Sydney under the supervision of the IDU Secretary General), recently signed a statement, demanding that the freedom of the IYDU’s Board Members to exercise their constitutional rights and for the IYDU’s Constitution to be fully respected.

11. What kind of pressure is currently being exercised?

IDU Member Parties are currently being pushed into sending delegates from their youth organisations to the London gathering.

This practice is unfortunately not new. Prior to the Tanzania Executive Meeting last August, the Tanzanian IDU Member Party, was leaned upon and told by the IDU Secretariat to request its youth organisation not to host the Meeting. This pressure was ignored after consultation with the youth organisation, and the meeting proceeded, as planned. This led to the first ever IYDU presence in Africa.

IYDU Urgent Notice Regarding the Unconstitutional & Illegal London Meeting|09 May 2014

The International Young Democrat Union (IYDU) would like to state that the so called ‘IYDU Council Meeting’ to be held in London in June, which is advertised in the IDU Invitation and the most recent IDU Update (30th April 2014), breaches the IYDU Constitution and the rights of IYDU Members and is therefore illegal.

The IDU Invitation and Update openly make it very clear that the IDU Secretariat plans to expel a number of Full IYDU Member Organisations from the voting process, without any legitimate grounds or reason for doing so. This is a clear breach of sections 3.4.3 and 3.4.5 of the IYDU Constitution. Please see http://www.iydu.org/about/constitution/. For further information about these breaches please refer to our last update posted on the IYDU website.

Moreover, it shows the intent of the IDU Secretariat to initiate and impose constitutional changes without consulting all IYDU Member Organisations.

All of the above, violates the IYDU Constitution and serves as proof of an attempt to manipulate future elections and control the IYDU so that it serves the IDU Secretariat’s own personal agenda. These actions demonstrate a complete disregard for the position, opinions and needs of IYDU Members and the reason the IYDU exists – to empower centre-right, conservative and Christian Democratic youth with their own voice internationally.

Accordingly, the ‘London gathering’ cannot beclassified as a Council Meeting under the IYDU Constitution. Most importantly, the ‘London gathering’ lacks representativeness, transparency, openness and violates the democratic principles which the IYDU and IDU stand for.

The IYDU will shortly proceed in accordance with the wishes of 70% of financial IYDU Member Organisations, who jointly signed a statement, demanding that transparent, fair, inclusive and democratic elections which are open to all IYDU Members are organised; and that the IYDU Board’s constitutional rights to act in the interests of the IYDU and its Members, are respected, as in every other international umbrella organisation.

    • As previously noted in earlier communications, the IYDU respects its mother party, the IDU, but at the same time respects all of its Member Organisations. The IYDU Board has repeatedly tried, in line with our Constitution, to arrange elections – including attempts to hold them in Tirana and Washington (written communication will be shortly brought to the public). To our astonishment the IDU Secretary General repeatedly refused to fulfil his constitutional obligations and duty (9.3 of the IYDU Constitution) to act as the IYDU’s Returning Officer or appoint someone else to serve in his place. Instead pressure was placed on the IYDU and its Members to accept a number of demands, which breach the IYDU Constitution and violate the rights of the IYDU Members.


London Plan? Harassment. Threats. Enough is Enough!|19 June 2014

The IYDU would like to advise that we have received a growing number of complaints from IYDU Member organisations, who have reported that they have been harassed or threatened in an attempt to make them go to London and support the undemocratic and unconstitutional London Plan.

A few of the many instances include the international secretaries of one of our regional unions being shouted at by the IDU Secretariat and repeated phone calls to the mother parties of the IYDU Member Organisations.

The IYDU condemns the pressure being exercised on parties and youth organisations, which shows a complete and utter disregard by the IDU Secretariat for the IDU and IYDU’s core values of democracy and individual freedoms. Going to London should be a choice, a choice which most of the IYDU Member Organisations chose not to make because of the illegal and undemocratic nature of the London Plan.

This behavior is the exact sort of behavior the IDU and IYDU condemn on the international political stage. .

With an extremely poor turnout from Africa, Latin America (the lowest ever), Middle East (the lowest ever) and Europe (the lowest ever) it has become very clear that the London Plan has failed to meet the needs of a powerful international political youth organisation. The vast majority of the IYDU Members, including the three largest IYDU regional groups (YEPP, EDS, DEMYC) chose not to attend London and ratify plans which will always be remembered in history as an attempt to manipulate and shut the voice of youth organisations. 68 IYDU Members had no right to fully participate. At the same time less than ¼ of IYDU Members attended – some of which went only to observe, while others were only there because they were forced into attending. Furthermore one IYDU Member was represented by delegates from their senior party, after their youth refused to take part. Many of the people in attendance were simply members of senior parties who went to supervise. This is certainly not the international youth politics the IYDU and its Members have been dreaming of and working together for.
