IP repeatedly WP:IDHTs when I've explained this on both the article talk and user talk. (The Droop quota is sometimes defined v⁄k+1 and sometimes v+1⁄k+1; user keeps removing the first definition.)
Update: unsurprisingly, despite previous decline of page protection because the user hadn't edited for a week or two, they've gone right back to it within 2 days, continuing a year-long edit war.
