In mid-July 2007, a tropical wave emerged from the coast of Africa and traveled westward across the Atlantic Ocean. On July 22, the wave passed through the ] with some strong, yet disorganized ] activity. The wave crossed ] three days later into the Eastern Pacific Ocean, where it later spawned a small ]. ] prevented ] for a few days, leaving the area of ], or thunderstorms, separated from the low. The convection began to form closer to the center of the storm. On July 31, the ] designated the low as Tropical Depression Eight-E while the system was located 1,060 miles (1,700 km) southwest of the southern tip of ].<ref name="TCR">{{cite web|author=Eric S.
