Blackhall was educated at ], ] and ]. Between 1970 and 2010, he was a consultant with ], chief executive of industrial companies in France and in the United Kingdom, and board director of industrial companies in the UK, France, Italy and Norway. He was Vice Chairman of the British Non-Ferrous Metals Federation and Chairman of the Federation of Copper and Copper-alloy Foundry Owners (1991-1995.) As an international specialist in Operational Improvement he is a frequent speaker at technical seminars and author of specialised technical papers on Change Management.<ref></ref>

He was Chairman of the French Branch of the ] (2004-2007) and is an Institution Gold Medalist; Chairman of the British Luncheon-1916 (2005) in Paris; Chairman of the British Community Committee<ref></ref> (2006-2009) in Paris; Director of the Thomas More Institute in Paris (2007-2012.) He is a ] and of the ].

In 1977, Blackhall married Sylvie Claude Maisonrouge, daughter of ], ] and, except for three years in Chicago, he and Lady Blackhall have resided in Paris ever since. The heir apparent to the barony is the present holder's sister, Marina.

Under the name, Bob Gillespie, he has written ''Machiavelli and The Mayflower''<ref></ref> (La Rémige Publishers, 2009), an essay in comparative European cultures, and has spoken over television about the ideas in this book<ref></ref>. He has also written a cold-war thriller, ''The Angry Sky'' (La Rémige Publishers, 2012,) and, as a Companion of the British Association of the ], has written the ''Lourdes Carer Guide''(La Rémige Publishers, 2012) for those of the Order accompanying the disabled.
