Based upon the damage this person has done with knowing and intentional copyright violations after being told multiple times to not do it anymore, I don't think a simple promise from him should be enough for an unblock. I am willing to believe he might be a useful contributor someday, but if he showed up in an hour and said he promises to stop doing what he knew he wasn't supposed to be doing for the past several years, it'd be reckless to let it go at that. Based upon the damage this person has done with knowing and intentional copyright violations after being told multiple times to not do it anymore, I don't think a simple promise from him should be enough for an unblock.
