Caracatus Burke is the official owner of the shop Borgin and Burkes in the Harry Potter series, and has been known to have tricked Merope Gaunt into selling her Slytherin locket for only 10 galleons. Dumbledore once mentioned that Burke was not known for his generosity. He is referred to as a small old man, revolving slowly in the Pensieve, silver as a ghost but much more solid, with a thatch of hair that completely covered his eyes.
Caractacus is the Latin form of the Welsh name Caradoc. Caractacus was a King of the Britons who held out against Claudius' invasion in 43AD.
The surname Burke is probably best known in Britain as being one half of Burke and Hare, a pair of notorious murderers and body-snatchers.
