I suppose I'm not all that familiar with the instructions, but they appear to suggest leaving it in userspace until there's at least 5-10 active editors interested. I only see 3 there...and I wouldn't exactly call 2 of them active. Oh well, I'm not going to move it back or anything. What I'm saying tho, Gwen, is that we had it under control. Decisions had already been made, the warning issued, the situation was relatively stable. Then you decided to jump into the situation and issue some sort of punishment for what already happened - and really, that's what it is, you aren't preventing anything if he's going to be indeffed at the next disruption anyway.
