This translates to "They don’t know what’s coming. it’s a key to the great game". VT119 is believed to have stood for Vault 119 or Vault Tec 119, this could be hinting at it being a main point in the game. With the UNKNOWN ENEMY DETECTED flashing, and previous morse code signals being sent out, it is understood that the vault is under attack and losing.
