"The Survivor" may have referred to the player character in such a game, as in past ''Fallout'' titles the player character has been referred to as "The Vault Dweller", "The Chosen One", "The Warrior", "The Lone Wanderer" and "The Courier". The numbers ''2299 ''most likely referred to a year, which would mean the game would be taking place 22 years after the events of '']'' and 18 years after the events of '']''.

The WHOis report lists the correct address, contact information, etc., to ZeniMax Media.<ref name="thesurvivor2299.com WHOis" /> However, this could have easily been faked.{{Citation needed|date=December 2013}} The original I.P. address of the site was located in Poland then transferred to ], where ZeniMax Media and Bethesda Softworks is located. The first Morse code audio clip that was featured on the site can be translated to "11-12-13 12-11-13," which is the European and North American date formats for the end date of the main countdown clock.

====Frequency 3450 kHz====
The Pirate Radio Forum went so far as to listen to frequency 3450 kHz in the Boston area on November 27, 2013 and the following days. Frequency 3450&nbsp;kHz is reserved as an aviation frequency and it appears that there was no record of a flight test, of any description, having been registered for this spot. However, it was discovered that the frequency is legal to use for "non-Federal flight test purposes on the condition that harmful interference will not be caused to services operating in accordance with the Table of Frequency Allocations".<ref name="Frequency 3450 KHz Legality">{{cite web | url=http://www.spectrumwiki.com/display.aspx?f=3400000 | title=Frequency 3450 KHz Legality | publisher=MMX Technology, LLC | accessdate=December 1, 2013}}</ref> The broadcast features an ] siren and a ] signal reading "IMSECURE," (I'm secure) a likely response to a "return transmission". The "nuclear winter" began on December 1, 2013.

After the countdown timer ended for the beginning of nuclear winter, this message was displayed:

The message means, when deciphered: "The ''Institute ''is sealed. They won't help us; I'm heading to Black Row -TBNLS 5120-". The way that the message was deciphered is as follows:

:The beginning of the message laid out the format to decipher it: KVNGR (Keyed Vigenere) REV ALPHA (Reversed Alphabet) PPS VT (Passphrase Vault-tec).

===More coded messages===
On December 4, 2013, a new coded message was displayed on the page: "AK: {REV _____ 5120} PASS {LOC BB YEAR LET} - | H EY XHWHD OF GXSIHS EVE, ZFR G'K ATGEVY ROCL'JM QEOX. GTJX ZSFF QRETYHA HWEUHG WG VKKP HHWE. MCCCZNU SQ UUE VMXECEDCZ. MFE BNMC NEGE QLZCR TP MZ MR YUOG ACBSM. |

Translates to: "I am sorry to inform you, but I’m afraid they’re dead. Your life support system is just fine. Welcome to The Institute. The only safe place to be in this world".{{citation needed|date= December 2013}}

==VT119==
By going to a hidden page on the ''thesurvivor2299 ''site, http://thesurvivor2299.com/VT119/, it brought up a new saying "SY684> OVERRIDING PROTOCOL VT-15812 WITH KEY '7667'" this was followed by a flashing "UNKNOWN ENEMY DETECTED". If the middle of the page was highlighted it brought up a secret Morse code "REV FEAR - MGSS LHM'H EVHV KBIM'R QIUBMU. CB'L Z YYG MN HBM ZQSUB ZZAY". This translates to "They don’t know what’s coming. it’s a key to the great game". VT119 is believed to have stood for Vault 119 or Vault Tec 119, this could be hinting at it being a main point in the game. With the UNKNOWN ENEMY DETECTED flashing, and previous morse code signals being sent out, it is understood that the vault is under attack and losing. At one point the code translates to (on the main page) "Calling Black Row. Outpost; ground is safe. Too late, level 4 breach. no survivors, 899 corpses. We are leaving Vault 119. Over, back to you." It is now believed that Vault 119 has fallen.{{citation needed|date= December 2013}}

As of December 5, 2013, the page VT119 ceases to exist, turning up a "404" error.{{citation needed|date= December 2013}}

The page was updated on December 6, 2013 with an embedded YouTube video, "Tunnel Snakes Rule!!". Also this message is displayed: "Special thanks to /r/Fallout the most amazing community on Reddit".{{citation needed|date= December 2013}} A Tweet from Pete Hines, the VP of marketing for Bethesda confirmed that they attempted to take down the site.<ref name="Pete Hines Tweet">{{cite web | url=http://imgur.com/y9gIQtW | title=Pete Hines Tweet | accessdate=December 6, 2013}}</ref>

The "Tunnel Snakes" video was replaced by a sad violin video, and then replaced by a sad piano video.{{citation needed|date= December 2013}} Along with this message:
