During the 2019–20 coronavirus outbreak, Iran reported its first confirmed cases of SARS-CoV-2 infections on 19 February 2020 in Qom. As of 24 February 2020, twelve COVID-19 deaths had occurred in Iran, out of a total of 64 SARS-CoV-2 confirmed infections, according to the Ministry of Health and Medical Education (MOHME). Member of parliament for Qom Ahmad Amirabadi Farahani claimed on the same day that the true number of COVID-19 deaths was 50 in Qom.

Notes:

On 19 February 2 people tested positive for SARS-CoV-2 in Qom. Later that day, the Ministry of Health and Medical Education stated that both had died.

On 20 February 3 new cases were reported by the Ministry of Health. Two of them were from the city of Qom and one from Arak.

On 21 February 13 new cases were reported. Seven cases are from Qom, 4 from Tehran, and 2 from Gilan Province. Two more people in Iran died from COVID-19.

On 22 February, the Persian Ministry of Health reported 10 more infected cases bringing the total to 29 and two more death bringing the total to eight. Eight of the new cases were from the city of Qom and two from Tehran.

On 23 February, Armenia and Georgia cancelled flights to and from Iran. On the same day, Pakistan,Turkey, Afghanistan closed their borders with Iran. The confirmed cases count rose to 43 over four cities and the COVID-19 death toll to eight.

On 24 February, According to Iran's Deputy Health Minister Iraj Harirchi, "Twelve people have died and up to 61 have been infected with the new coronavirus", he denied the claim of a member of parliament that "50 people had died in the country from the virus". One Lebanese passenger who travelled to Iran caught the coronavirus and now is in hospital in Beirut.

Government response

The Ministry of Islamic Culture and Guidance, announced the cancellation of all concerts and other cultural events for one week. The Ministry of Health also announced the closure of universities, higher educational institutions and schools in several cities and provinces. The Ministry of Sports and Youth took steps to cancel sporting events, including football matches. The Ministry of Defense and Armed Forces Logistics created first COVID-19 test kit on 23 February. Management and Planning Organization announced government has allocated 5 trillion rials to combat the virus. President Rouhani ordered the Ministry of Roads and Urban Development to make decisions about public commuting and the Ministry of Industry to build the required medical equipment.

Censorship claims

Prior to the official announcement of 5 cases of SARS-CoV-2 and 2 COVID-19 deaths in Qom, Islamic Republic authorities had not provided any specific data on suspected cases of COVID-19 in Iran, insisting that there was no COVID-19 in Iran.

Kianoush Jahanpour and Alireza Vahabzadeh denied the existence of a letter signed by Interior Minister Abdolreza Rahmani Fazli and sent to Health Minister Saeed Nemaki and published on Tuesday, 18 February 2020, in which Saeed Nemki was asked to delay the announcement of coronavirus outbreak until the results of the parliamentary elections were announced.

As Iran International reported, On 23 February 2020, the head of Qom University of Medical Sciences, referring to the coronavirus censorship statute, said: "The Ministry of Health has ordered that no statistics be disclosed" and added "due to the increase in patients and suspected coroners in the queue." "To the hospital and the city of Qom, it can be said that there is a corona alarm in Qom." Neighboring countries Kuwait, Iraq and Bahrain announced that it recorded their first coronavirus cases from people who came from Iran.

On 24 February 2020, member of parliament from Qom Ahmad Amirabadi Farahani claimed that the COVID-19 death toll was 50 people from Qom and that the Health Minister was lying about the strength of the outbreak. Deputy health minister Iraj Harirchi denied giving false figures, and stated that the death count was 12 with a total of 66 infections. Al Jazeera English attributed public scepticism of government transparency to citizens remembering that the government had denied, for three days in January 2020, having accidentally shot down Ukraine International Airlines Flight 752.
