RfC on Missile attack and shelling in Donetsk

Should this article include this section on a missile attack and shelling in Donetsk?

The first version of the section was published on 23 March and was removed on 18 June . Since then, editors have widely discussed the opportunity of having it (see one missile falls on Donetsk and Indiscriminate attacks on Donetsk People's Republic). Editors who argue for removing the section (Adoring nanny, My very best wishes and Volunteer Marek) say that the section is WP:UNDUE because it creates the impression of a false balance between war crimes committed by the Russian army and war crimes allegedly committed by the Ukrainian forces; they say that the section is based on borderline sources combined together to pursue a pro-Russian POV; they say that article is already too long and that the incident is not highly notable based on coverage in WP:RS; they say that the identity of the perpetrators is disputed and uncertain, and that without knowing this information the attack is not worth of being included; finally, they say that as per WP:ONUS those who wish to include need to achieve consensus to that end.

Editors who argue for including the section (AdrianHObradors, Alaexis, Boud and Gitz6666) point to the fact that article already includes nearly 20 sections dealing with similar bombings carried out by the Russian army, some of which with far smaller casualties, and that WP:CHERRYPICKING the only attack which might have been carried out by the Ukrainian forces violates WP:NPOV; they say that the attack is inherently notable for the high number of civilian casualties (23 killed) and the use of cluster munition; they say that the attack was reported by multiple high-quality sources like The Guardian, Reuters, Le Figaro, Euronews, and that also the UN Office of the High Commissioner for Human Rights and Human Rights Watch account for the attack; they say that the sourcing is complicated as the Western media are not present in Donetsk whereas the Russian media have reliability issues; they say that while the responsibility for the attack is contested, it is not disputed that the event occurred, killed civilians with no apparent military justification and amounts to a war crime; finally, they say that as the section has been included since mid-March, it is up to those who want to remove the section to reach a consensus to that end, as per WP:NOCON.
