Pakistani airstrikes in Afghanistan:

The Third phase of the Waziristan conflict is an ongoing conflict that erupted in July 2007 after several attacks on the Pakistani Army and the end of the truce signed in the Waziristan Accord by pro-Taliban militants. The truce on September 2006 ended two years of clashes and was aimed at stopping cross-border attacks into Afghanistan.

It begun as Pakistan deployed more troops in the area of North Waziristan fearing "holy war" after the storming of the militant Red Mosque that left at least 109 people dead.

Pakistan’s new Waziristan strategy

On June 4th the National Security Council of Pakistan met to decide the fate of Waziristan and take up a number of political and administrative decisions to control “Talibanization” of the area. The meeting was chaired by President Pervez Musharraf and it was attended by the Chief Ministers and Governors of all 4 provinces. They discussed the deteriorating law and order situation and the threat posed to state security.

The government decided to take a number of actions to stop the “Talibanization” and crush the armed militancy in the Tribal regions and the NWFP.

The NSC of Pakistan has decided the following actions will be taken to achieve the goals:

  • Deployment of unmanned reconnaissance planes
  • Strengthening law-enforcement agencies with advanced equipment
  • Deployment of more troops to the region
  • Operations against militants on fast-track basis
  • Focused operations against militant commanders
  • Action against madrassah’s preaching militancy
  • Appointment of regional coordinators
  • Fresh recruitments of police officers in NWFP

The ministry of interior has played a large part in the information gathering for the operations against militants and their institutions. The Ministry of Interior has prepared a list of militant commanders operating in the region and they have also prepared a list of seminaries for monitoring.

The Government is also trying to strengthen the law enforcement in the area by providing the NWFP Police with weapons, bullet-proof jackets and night-vision devices. The paramilitary Frontier Corps will be provided with artillery and APC’s. The state agencies are also working on studying ways to block FM frequencies of illegal FM radio channels.

Timeline

July 3-11: Lal Masjid siege

Main article: Lal Masjid siege

On July 3, 2007, the militant supporters of Lal Masjid and Pakistani security forces clashed in Islamabad after the students from the mosque attacked a nearby government ministry building. The Pakistani security forces immediately put up a siege around the mosque complex which lasted until July 11 and resulted in 109 deaths. This represented the main catalist for the conflict and eventual breakdown of the truce that existed between Pakistan and the Taliban in the nortwest. Already during the siege there were several attacks in Waziristan in retaliation for the siege.

July 14-15: Attacks and end of truce

At least 75 Pakistanis, including soldiers and police recruits, had died in three attacks on July 14 and July 15 2007.

In a statement issued in Miranshah, the main town, the militants accused the government of breaking the agreement. "We are ending the agreement today," the Taleban Shura or Council said in pamphlets distributed in Miranshah, the capital of North Waziristan.

On July 14, 2007 a suicide bomber attacked a Pakistani Army convoy killed 26 soldiers and wounding 54. On July 15, 2007 two suicide bombers attacked another Pakistani Army convoy killing 16 soldiers and 5 civilians and wounding another 47 people. And in a separate incident a fourth suicide bomber attacked a police headquarters killing 28 police officers and recruits and wounding 35 people.

July 15-19: Waves of attack

From July 15 to 19, waves of attacks in Balochistan and NWFP killed over 200 people. On July 17, a suicide bomber hit a rally featuring the country's suspended chief justice in Pakistan's capital Islamabad killing 15 people and wounding 44. Chief Justice Iftikhar Mohammed Chaudhry was traveling to the rally and was about three miles away when the attacker struck near the stage set up for him.

July 20: Car bomb attack in Karachi averted

On July 20 panic gripped shoppers on Friday evening at a Clifton shopping mall in Karachi when a bomb was defused immediately after it had been found in a car parked in a nearby parking area. An anonymous caller informed the Citizens-Police Liaison Committee that a bomb was planted in the car parked near the Park Towers. The shopping mall was the venue of a Harry Potter book launch and was packed with shoppers. Investigators said that the car carrying the bomb had been stolen from the Ferozabad police limits on July 10 and it had 4 kilograms of explosives. The bomb disposal squad (BDS) defused the bomb as the BDS officials severed the wiring connecting the boxes with the car’s battery.

July 21 - Present: Army moves into Waziristan

The Army moved large concentration of troops into Waziristan and had engaged in fierce clashes with militants in which at least 60 militants had been killed including wanted terrorist and former Guantanamo Bay detainee, Abdullah Mehsud. The militants also struck back sending a suicide bomber into Islamabad which killed 13 people, including 7 police officers.
