James B. Lockhart III is the director of the recently-established Federal Housing Finance Agency (FHFA), a federal government agency of the United States of America. Lockhart is also director of the Office of Federal Housing Enterprise Oversight (OFHEO), to which office he was nominated by US president George W. Bush, a friend of his from prep-school. The OFHEO will cease its existence July 30, 2009, when it completes its statutory merger into the FHFA.

Lockhart also sits on the newly established Financial Stability Oversight Board that oversees the Troubled Assets Relief Program

He was the Deputy Commissioner of Social Security Administration (SSA) prior to being appointed director of the OFHEO; he was nominated by Bush and sworn in to the SSA position January 25, 2002.

Education

Lockhart graduated from Yale University and received a master's degree from the Harvard Graduate School of Business Administration.

Career

Lockhart is co-founder and former managing director of NetRisk, a risk-management software and consulting firm which advises financial institutions worldwide. He has extensive background in insurance and served as Senior Vice President of Finance for National Re and Managing Director for Smith Barney.

He was previously Vice President and Treasurer of Alexander & Alexander and assistant treasurer for Gulf Oil.

Personal life

Lockhart is from Connecticut and is married with two children. He served in the US Navy as a second lieutenant on a nuclear submarine.
