Removing broken links
I'm sorry I didn't respond earlier -- I reverted your edits, started a long talk page explanation, and then realised I didn't have time to complete it before I had to go out.
Death of websites or link rot is, of course, an ongoing problem with the encyclopedia, and it's extremely annoying in the context of the Cheshire WikiProject that the new unitaries have decided not to maintain the entire old council's entire website as a record. In the more general case, former pages often just move URL and can easily be found again if the title/details are known. They are often archived in various places, most obviously the Internet Archive (aka The Wayback Machine) and WebCite, and can be retrieved from there. Even in the absence of an archive copy of the webpage, the fact that a particular website published by a reputable source formerly supported a statement is of genuine value -- it's essentially no different from an out-of-print book.
The policy is therefore not to remove references which cite defunct websites. Instead, if you notice a dead link and can't easily find a replacement copy of the original webpage or an archived copy at the Internet Archive or similar, insert the {{dead link}} template, so that someone else can try to fix the problem. Reviewer permission
Hello. Your account has been granted the "reviewer" userright, allowing you to review other users' edits on certain flagged pages. Pending changes, also known as flagged protection, is currently undergoing a two-month trial scheduled to end 15 August 2010.

You can request that other editors redact or remove their own comments, but if they aren't personal attacks or clearly vandalism they need to stay.
