Business Loop Interstate 80, more commonly known as the Capital City Freeway, is a unique Business Loop Interstate Highway off of Interstate 80 in Sacramento, California. Though most California Business Loops are city-maintained surface roads, Bus-80 in Sacramento is a state-maintained freeway, and in fact formerly carried Interstate 80.
Route summary
Business 80 begins in West Sacramento at the interchange of Interstate 80 and U.S. Highway 50 (this also serves as US 50's western terminus). This section of US 50 and Bus-80 is also known by the Federal Highway Administration but not Caltrans as Interstate 305. I-305 was designated when I-80 was moved to the new bypass to replace I-880, as that part of freeway was built to Interstate Highway standards and was eligible for federal funding, but it remains unsigned as such and retains its interstate designation for funding purposes only. Bus-80 is cosigned and concurrent with US 50 from this interchange to Interstate 5 where Bus-80 and US 50 run concurrent. The two routes run concurrent until Bus-80 turns north along the legislative state route CA-51 with which it also runs concurrent. CA-51 however is also an unsigned route and the entire section of road is signed as Bus-80.
The road is a divided limited access freeway for its entire length. The western half from the US 50/I-80 split to the US 50/CA-99 interchange is not only freeway grade but Interstate grade highway (hence the secret I-305 number for Federal Interstate funding). The eastern half from US 50/CA-99 to Bus-80's terminus at I-80 in the east is freeway grade, however the road is very narrow, with poor shoulders, tight sightlines and sharp curves. This section is not interstate grade.
Route history and legislative status
Bus-80 was created in 1981 over what had previously been designated as part of Interstate 80, however I-80 needed to be rerouted due to the substandard sections of the road on what is now the eastern secret CA-51 sections of Bus-80. At that time I-80 was routed on to the recently completed I-880 Sacramento bypass to the north of the city (the current I-80 routing). I-880 was then removed from the state highway registry in 1981 (two years later it was reassigned to sections of CA-17).
Originally I-80 was to have been routed on to a second bypass of Sacramento. However that bypass had been cancelled by the city in 1979, and the already-constructed portions were appropriated for the city's light rail system. No other city had ever done something like this before, and this neccessitated moving I-80 to I-880's route as I-80 was technically not a continuous road through Sacramento due to the substandard sections.
The eastern sections of Bus-80 were retained by the state as CA-51 for internal purposes, however it remains unsigned to this day. For continuity's sake the entire route was designated and signed as Business 80 with the idea that it would help drivers for the road to have one number designation. This has proven dubious however and in 1996 the entire route was also given the name, Capital City Freeway.
Route confusion
Bus-80 is referred to alternately as Business 80, Biz 80, Capital City Freeway, and US 50 (western section only) by residents and mapmakers.
However Caltrans does not use the Business 80 designation for official uses, except for signage and other related concepts like Cal-NExUS exit numbers (which are continuous along the business loop). Caltrans refers to the western portions as US 50 for traffic condition reporting and the eastern section is referred to as CA-51 for traffic reporting. The Caltrans traffic camera system refers to the route by its new given name, Capital City Freeway.
The SR-99 concurrency is not officially designated by Caltrans, but mapmakers often show it as such. SR-99 signage had existed along that route for motorists' convenience, but was removed in 2000, and replaced by "To California 99" overhead signs instead.
