Dumbledore once mentioned that Burke was not known for his generosity. He is referred to as a small old man, revolving slowly in the Pensieve, silver as a ghost but much more solid, with a thatch of hair that completely covered his eyes.
Caractacus is the Latin form of the Welsh name Caradoc, which, ironically, is the first name of dead Order of the Phoenix member Caradoc Dearborn. Caractacus was a King of the Britons who held out against Claudius' invasion in 43AD.
The surname Burke is probably best known in Britain as being one half of Burke and Hare, a pair of notorious murderers and body-snatchers.
A relative, Herbert Burke, married Belvina Black. They had two sons and one daughter. The timeframe is right for the two sons to have been Caractucus Burke and the other Burke involved in founding the store. Actually, the other Burke could also have been Caractucus' sister, for all we know.
