Plot
While watching a very late episode of The Three Stooges, the Simpsons discover an airplane flying dangerously close to their house. They soon realize that the air traffic must have been redirected. Homer and Marge complain to an airport official, who says that the planes were redirected by the request of Mayor Quimby. The family tries to adjust to the massive noise, but are unable to cope and decide to move. After failing to sell it to Apu and Ralph Wiggum, Homer and Marge complain to their congressman, Horice Wilcox, who has been congressman since 1933. When it seems that Wilcox will help them, he has a heart attack and dies. Later, Bart gets the idea to have Krusty run for Congress. Even though Krusty doesn't want to at first, he likes the idea that he could change all the problems that the government has plagued him with. He soon starts his campaign and runs for the Republican Party.
Krusty's campaign has a very bad start. He includes offensive jokes in his speeches and his opponent, John Armstrong, shows a sketch from Krusty's show making fun of the UN. Desperate to have Krusty win the election, Lisa helps Krusty turn his campaign around by having him connect with regular families and citizens. With this advice and some help from Fox News, Krusty's popularity soars and he wins the election.
When Krusty begins his term, his policies are met with disinterest from the other congressmen. They rather prefer to design dollar coins made out of chocolate than discuss his air traffic bill, which would help the Simpsons. Even though the Simpsons try to help him, Krusty still doesn't have any support. When Homer says their plane leaves in 30 minutes (just to make things suspenseful), a janitor who looks like Walter Mondale offers to help them. With his assistance, they blackmail a key congressman and intoxicate another and are able to get Krusty's bill passed along with a bill giving orphans American flags.

Homer: (after eating a Joe Millionaire promo animation) Mmmmmm, promo. Ewwwwww, Fox!
Lisa: (counting the airplanes with bloodshot eyes) There's the 10:50 from Newark. The 10:52 from Phoenix connecting from Dallas. The 10:55 from Portland is running late, again! There it is. (laughs crazily)
Mr. Burns: Welcome, fellow Republicans. To start off tonight's agenda, brother Hibbert will report on our efforts to rename everything after Ronald Regan.
Hibbert: All Millard Fillmore schools are now Ronald Regans. The Mississippi River is now the Mississippi Regan.
Dracula: And my good friend Frankenstein is now FrankenRegan. Blah!
Mr. Burns: Excellent.
