The External Revenue Service is a proposed government entity by President Donald Trump intended to collect tariffs, duties, and other revenue from foreign sources. It is unclear whether he intends to establish it as a government agency or an executive department.

The Internal Revenue Service is currently responsible for administering and enforcing the internal revenue laws within the U.S., and there is no existing External Revenue Service within the U.S. government. The External Revenue Service, as described by Trump, would be distinct from the IRS and would focus on collecting revenue from foreign sources rather than domestic ones. It was proposed by Donald Trump through Truth Social on January 15, 2025. This initiative is part of Trump's broader trade policy, which includes imposing tariffs on imports from foreign countries to enforce an approach described by Trump as "America-first" and "neo-mercantilst". In his proposal, Trump emphasized his desire for foreign entities to pay their "fair share" from trade profits. Trump has claimed that he would establish the External Revenue Service on January 20, 2025, the first day of his presidency, although the establishment of a government agency or an executive department would require an act of Congress.

The name "External Revenue Service" has been criticized as misleading by political analysts because tariffs are paid for by the domestic company importing the goods, not the foreign countries exporting them. Furthermore, the External Revenue Service would be redundant because U.S. Customs and Border Protection, operating under the Department of Homeland Security, is already responsible for the collection of tariffs.
